A. GENERAL REQUIREMENTS FOR THE PROCESSING OF ELECTRONIC PLANNING PERMIT

The following documents and payment are required for the processing of e-Planning Permit:

  1. Sun print copy of Survey Plan
  2. Proof of Ownership- which includes any or more of the following:
    1. Certified True Copy of Certificate of Occupancy / Land Certificate;
    2. Governor's Consent on lease/assignment/land conveyance/ any other instrument recognized by law;
    3. Certified True Copy of former Owner’s Title in case of Governor’s Consent (Root of Title);
    4. Stamped Duty Receipt of Land Purchase;
    5. All Evidence of Payment for Title Document Processing;
    6. Evidence of payment of land use charge
    7. Certificate of Incorporation of Company (where applicable).
  3. Processing fees:
    1. Part Payment Fee (Screening Fee): For document verification /screening, Applicant will pay a non-refundable fee of N10,000.00;
    2. Payment of Balance of Processing Fee: Applicant will pay a specified amount before application can be processed further. The amount will be determined after a successful screening of application/documents and Part Payment Fee will be deducted;
    3. Receipts of other statutory charges (Stage Certification Fee) will be attached accordingly.
  4. Tax Papers: Evidence of payment of Company and Personal Taxes viz;
    1. For Individuals, Current e-Tax Clearance Certificate
    2. For Company and Corporate bodies;
      1. Company Tax Clearance (CTC);
      2. e - Tax Clearance Certificates for 2 (Two) Directors;
      3. Evidence of P.A.Y.E. returns.
  5. Clearance from other MDAs

    Letters of Clearance from the following Government Agencies duly certified (Where applicable). These include:

    1. Land Use and Allocation Directorate -All State lands and Government Schemes;
    2. Land Services Department - For Governor's consent and Subsequent transaction on landed properties;
    3. Ministry of Transportation -In case of Properties within the proposed Metro line corridor, traffic generating activities;
    4. Ministry of Environment - Office of Drainage for Applications within drainage alignment, gorge, flood plains / water bodies, lagoon, shoreline, Environmental Impact Assessment Clearance e.t.c;
    5. Lagos State Urban Renewal Authority- Applications which fall within Urban Renewal Scheme Areas;
    6. Lagos State Surveyor General's Office -Applications that fall within acquisition, revocation and excision areas;
    7. New Towns Development Authority- Letter of Confirmation of allocation and Capital Contribution.
  6. For Planning and Architectural Standard for the Designs- Please refer to the following Document:
    1. Lagos State Urban and Regional Planning and Development Law;
    2. 2019 Lagos State Physical Planning Permit Authority (LASPPPA) Regulations;
    3. Model City Plans Approval Orders;
    4. Operative Approval Orders on Approved Layout Plans.

  8. As built Applications shall submit Non-Destructive Structural Integrity Test (NDT) and Letter of Structural Stability signed and sealed by a Structural Engineer registered with the Council of Registered Engineers of Nigeria (COREN)
  9. All developments above 3 floors shall be accompanied by 3-Dimentional Architectural Drawings

B. TYPES OF USE WITH THEIR PRE- REQUISITES REQUIREMENT

    1. Architectural Drawings prepared, signed and sealed by an Architect fully registered with Architects Registration Council of Nigeria (ARCON) and listed in the current register of ARCON;
    2. Structural Drawings (including Letter of Supervision/ Structural Stability and Calculation Sheets) prepared, signed and sealed by Structural Engineer fully registered with the Council of Registered Engineers of Nigeria (COREN) and listed in the current register of COREN, this is ONLY needed in case of low bearing capacity Soil.
    3. Sub-soil investigation report in case of structures in areas with low bearing capacity soil to be Prepared, signed and sealed by a Geologist fully registered with the Council of Mining Engineers and Geoscientists (COMEG) in Nigeria and listed in the current register of COMEG;
    4. Massive Residential Bungalow will require Mechanical and Electrical Drawings prepared, signed and sealed by Mechanical and Electrical Engineers fully registered with the Council of Registered Engineers of Nigeria (COREN) and listed in the current register of COREN.
2nd Floors
  1. Soft copies of Drawings in A3 paper size must be submitted online as follows:
    1. Architectural Drawings prepared signed and sealed by an Architect fullly registered with Architects Registration Council of Nigeria (ARCON) and listed in the current register of ARCON;
    2. Above 3rd Floors

    1. Architectural Drawings including 3-Dimensional Drawings prepared, signed and sealed by an Architect fully registered with Architects Registration Council of Nigeria (ARCON) and listed in the current register of ARCON;;

    2. Structural Drawings (including Letter of Supervision/ Structural Stability and Calculation Sheets) prepared, signed and sealed by a Structural Engineer fully registered with the Council of Registered Engineers of Nigeria (COREN) and listed in the current register of COREN.

  5. Fire Service report in case of applications for high rise buildings.
2 COMMERCIAL
  1. Soft copies of Drawings in A3 paper size must be submitted online as follows:
    1. Architectural Drawings prepared signed and sealed by an Architect fully registered with Architects Registration Council of Nigeria (ARCON) and listed in the current register of ARCON;
    2. Structural Drawings (including Letter of Supervision/ Structural Stability and Calculation Sheets) prepared, signed and sealed by a Structural Engineer fully registered with the Council of Registered Engineers of Nigeria (COREN) and listed in the current register of COREN.
    3. Mechanical and Electrical Drawings prepared, signed and sealed by Mechanical and Electrical Engineers fully registered with the Council of Registered Engineers of Nigeria (COREN) and listed in the current register of COREN.

  • Underground stations, Train Stations;
  • Military Depots, complex large scale Bunkers;
  • Large-scale Recreational Developments and
  • Other developments in these categories; as may be described by the Authority.

D. NOTE-

COLLECTION OF PLANNING PERMIT - Applicant should bring Five (5) sets each of the final screened and submitted drawings for endorsement and collection such as follows:

  1. Endorsed Drawings: Architectural, Structural (where applicable), Electrical and Mechanical (where applicable);
  2. Received Planning Permit letter via your registered mail;
  3. Also note that Form ’C’ for Stage Certification should be processed at the Lagos State Building Control Agency (LASBCA) for the issuance of Certificate of Completion and Fitness for Habitation before commencement of any construction works;
